2008年初以来我国发生了数次历史罕见的特大自然灾害，全国人民众志成城全力抗灾、救死扶伤、保卫家园。特大自然灾害发生时，即时通讯、准确定位、迅速启动应急预案和快速派遣救援力量对拯救生命、确保人民生命财产安全等都突显重要意义，建立一个全国范围内的交通应急响应、车辆监控平台势在必行。
